While Germany becomes a little tough nut to crack and DAAD is the official site to look at. Canada seemingly is easier to get in. Universities like:
1. University of Toronto.
2. University of Alberta.
3. University of Ottawa and
4. University of Saskatchewan, etc. would have the course and would require a 4 years of Bachelor to apply with a TOEFL score and GRE (recommended).
You would have to apply a year in advance with statement of purpose and letter of reference submitted with the online applications.

UK would be willing to accept provided the university and its related course is recognized. German University however would not accept.

German universities mainly focus on academic scores, so you need to have a strong academic profile for increasing your chances. There should not be year gap, backlogs and percentage should be in range of 75 at least.

Hi,
Yes, you can. Eligibility is the same. You need to have completed your graduation from recognized Indian University. 4 years of graduation is required. A few years of work experience would also help. Here's a link that should help you get relevant information:
