They don't offer free education, particularly to the international students. GMAT or GRE may be waived off depending on the university but you have to take IELTS. Kindly check this link for entry requirements:

It is difficult to gain admission without work experience but if you have an outstanding profile with excellent academic grades and all rounder profile then chances could be there. The decision will totally depend on the university admission selectivity and how strong your profile is.

The test is required for admission to most graduate schools and a growing number of business schools.
The GRE consists of a 60-minute Analytical Writing section - with two essays at 30 minutes each. There are two 30-minute Verbal Reasoning sections. There are two 35-minute Quantitative Reasoning sections. There's also a 30-35 minute experimental section that can be either math or verbal.
