PUMBA is a pretty decent college for pursuing HR with an average package of around Rs 4-5 lakhs per annum. The faculty members are also very experienced and good.
Hope this answers your query.

Dear Chaitra,
There are no certificate programmes that are available India, but, you can pursue BBA programme if you have +2 qualification. If you have graduation as the qualification then you can opt for Master's degree.
All the best.

Yes, it's up to you. If you want to pursue MBA in HR then the communication and interaction skills must be awesome and graduation doesn't have any effect on your MBA so you may go for it.

SIES has good faculties for HR. Not just that, the placements are good too. We had companies like RBI for summer internship this year. I do not know much about Dalmia as I am representing SIES.

Hi Prerna,
In India, XLRI and IIM - Kolkata are the best. Later on, you can also evaluate MDI - Gurgaon, IMI, Symbiosis, etc. HR placements are too good in the country.
All the best.
