Normally universities keep at least the criteria to be 50% in graduation level to join the PG programmes offer by them. For other reserved categories, there is some relaxation. Check with the particular university where you wish to join.

The college is good for marketing in the first spot and finance at the second spot. If you want to take HR, it's fine but the college is not best for this particular specialization. The faculty depends on the strength of students taking HR as specialization as the faculty will be of visiting faculty to the campus. Coming to placements also HR stands in the third spot out of four which is not advisable.
