The primary differences between human resources and public relations work are HR's role in employee hiring, policies and procedures, and PR's role in media relations and other external PR functions. Personnel in both areas require excellent interpersonal skills, and the actions and successes or failures of one department can certainly have an effect on the other. Yes, you can pursue MBA after B.Tech. Always remember, you should pursue a course based on your interest and skills as it will help you to achieve your long term career goals.
After B.Tech, you have two options :
1) You may pursue MBA if you wish to move your career towards management line.

As per your profile as you have already completed your MBA so it would not be advisable to go for a MBA degree again.
As per your query it seems that now you wish to make your career in the field of HR, so as per your profile I would suggest you to look for job in HR field.
Since you are a fresher in HR field you will be getting a entry level job like HR executive, recruitment executive etc, so you should accept this job and work for atleast one year, by this you will know HR department works.
After gaining work experience of one year in HR field you may then opt for MBA in HR through distance education, by this you may easily maintain
