Yes you can appear for UGC NET with Pychology or HRM .To appear for HRM one must be post graduate in HRM or related subjects like Industrial relation / Personnel Management/ Management or similar subjects.

The Praxis Business School has a very high cut-off to be scored for merit admission into the PBS. The last three years consecutive cut-off for the PBS is 80 percentile in the CAT/XAT. while there is no institute based exam for direct admission the PBS. Anyhow, you can give ATMA, in which almost all business schools accept it as an aptitude test examination. There is a cut-off list mentioned on the official website of PBS as well, for your reference.
