There is no fixed pass mark for IELTS. Some schools or programs may accept 5.5, especially if their English requirement is low. But many universities and visa programs usually want 6.0 or more. So it is better to aim higher if you can.

IELTS is a preferred test while some universities also accept TOEFL scores. On the off-chance, that you are applying for a course taught in German Language, then you need not write the IELTS. Instead, you would have to write a German Language Test. Both Test DAF and DSH are widely accepted German Language Tests.
