Yes, it depends on all these factors. Not all students go for the top colleges as they will not be deemed eligible so the 2nd round of counselling will be for those who are eligible for admission based on their scores and the colleges they could get.
The chance of getting a good college depends on the seats available.

Once you get a branch in some IIT, you have to confirm that you are accepting the seat. Then that seat is confirmed and can be upgraded, if possible, but once you get a seat, it cannot be lost. Dont worry!

Check out the link josaa.nic.in where in you will find the opening and closing ranks of nits through which you can confirm your college and branch check for the top 10 NITs which are decent.

Hi Dear,
You are not eligible for JoSAA -Joint Seat Allotment Authority counselling as you haven't cleared the cutooffs as specified. So either you can try next year or try for private colleges in your state.

Hello Nivesh,
As per your ranks, there are very low chances to get an NIT .you may not get a good NIT but you may get some average NITs like Sikkim and Mizoram.

If you belong to general category, you will not get a good branch in any IIT. Perhaps, you can get in good NITs in electrical, mechanical and civil engineering branches. Find out in which of the three branches you like the most by reading about the subjects that are taught in the branches, like if you like mechanical, you may get admission in NIT Surat, the best for Mechanical branch in India. Yes, it may affect the cutoff for JoSAA. As you have mentioned the cutoff for MANIT was 2500 for SC category. It may go up to 500 which means the cutoff can go up to 2000 (SC category).
