For admission in IITs you need to appear for JEE Advanced and if you score less than 10k rank you will be eligible to take admission. With this percentile, it's not possible for you to get admission in NITs. It is better for you to go with private institutes. Yes, this is a good college, you can go for it. It is in the city area. This is one of the reputed college the city. You will get branches like information technology easily. You will get all facilities within the campus. College life is good. You can get placement in top IT companies like TCS, Wipro, Infosys.

IITs accept only admission based on JEE Advanced Score. I think you're confused between IITs and IIITs. IIITs take admission if you get good rank in JEE Mains where they do not care about JEE Advanced. IITs are different from IIITs.

You can try for admission in Amrita University, Bangalore with this percentile in JEE Mains. There is no chance in CSE or in ECE.

You are eligible for JoSAA counselling, cutoff is just for JEE advance qualification.
