Ranks keeps on changing every year and differs from one branch to another and one college to another. If you fulfill the eligibility criteria of the specific institute you may complete further admission formalities. The percentile cut-off for the unreserved category was 89.75, for EW it was 78.2 for OBC, it was 74.3 whereas for SC, ST and PwD, it was 54, 44.3 and 0.11, respectively, if you have cleared the cut off as in mentioned above then you can apply in any of the government college and can grab the seat easily.

Yes, you can get the NIT in the Computer Science engineering branch also, but in that case you will get the lower ranked NIT, so I'll prefer you to opt for good NIT and then opt for internal upgrading of the branch.

No, you can't be able to get any of the government college with this rank, as all the government college expects higher ranks and at your rank you can't be able to any government college and nor the good private colleges.

Getting Computer Science engineering with this rank might be difficult even after having reserved category quota, as the all the students first apply for this branch only.

Yes, you can get NIT College with this percentile, but getting the desired branch in that college might be difficult, as in top NITs the percentile accepted is around 88 so in that you might not get, but yes you can grab good college.
