Yes, you can get a seat in NIT or Sathyabama Institute with this percentile. Fees structure is given by colleges as fee structure is different for different colleges.

As your rank is very low, and not good, so you should try to drop only if you really want to pursue engineering from a best institute otherwise you can apply in private colleges for engineering. I am sharing a link below which will help you
