As you have secured 44999 rank in VITEEE and 172018 in JEE Mains exam, it totally depends on your interest that in which college you are more comfortable. If you do not have any financial problems, then you can reserve a seat in VIT. Otherwise, you can go for some good private colleges through JEE Mains score.

As you have scored 89.65 percentile in JEE Mains exam, you are eligible to participate in the counselling process. I will suggest you to apply for all the colleges available in the list. Although getting CSE in NITs or IIITs will be difficult, but you will definitely get a good private college.

As your JEE Mains rank in EWS category is 37994, it will be difficult for you to get admission in any NIT or IIIT for computer science engineering. Still, I will suggest you to participate in the counselling process and wait until the last round of the counselling.

You can get concession in fees after getting an admission in the college. Just make sure that you carry both caste certificate and its validity. This applies to any college.

With this rank it would be quite difficult to get an admission in NIT Trichy. However, you can still apply. Wait until the last round. Also, apply for other colleges.

I am happy to see that you have chosen Petroleum Engineering on your own instead of taking it as an alternative option.
But with this score it would be quite difficult for your to get an admission. Don't loose hopes. Apply and wait till the final results are announced. Also apply to other colleges.
