A person who has not cleared JEE Mains and scored 90% in CBSE board exam can get a seat in your institution for chemical engineering?

No, you cannot make it to any NIT without appearing or clearing JEE Mains, you have to clear or appear in the JEE main exam.

Hi, your score is very low if you belongs to general category. If you belongs to ST or SC category than you can get admission in the above university.

You can get admission in NITs, and even appear for JEE Advanced upon its rank you can also apply for IITs if you clear the exam.
