If you get less than 75% in class 12th, you are not eligible for IIT. But, you can get NIT with that percentile.

MNNIT is a top level NIT. With 82 percentile, you have a slim chances of getting into it. Though I would rather suggest to work hard and put extra effort for the next JEE in April. To be added, you can try for some other NITs and if you have a state quota you may get preferred in those.

No, this is not the eligibility criteria to appear in JEE Mains.
It is for getting admission in NITs and IITs.
