If you consider west part of India, here are the good ones:
1. Nirma University, Ahmedabad
2. L. D. College of Engineering, Ahmedabad
3. Symbiosys, Pune
4. KJ Somaiya, Mumbai
5. NMIMS, Mumbai
6. PDPU, Gandhinagar
These are considered as a Top most institutes for B.E. In CS.

Yes, that's true. The classes will start from 1st August and there will be really few students as Jamia will probably release 1 more list, that is, the second list.
But don't worry, no such studies would be conducted. The classes will be a time pass as the teachers will try to stretch them till August end. The admission finishes fully in the first week of September.

You should definitely go for private colleges, getting a government college with this rank is not a chance and there are a hell lot of private colleges to choose from. Just select the course which you want to get admission in.

At 180, your rank will be around 10k to 12.5k, so you will get a seat in NIT, but the thing is which branch you prefer Getting CSE in good NIT is sort of impossible, but core like mechanical or ECE is an option, home state quota also plays major role in deciding the seat. So, above 210 will be a good better.

Yes, they do consider class 12th marks, but to get selected for DU, you need to score well in JEE Mains. Admissions are done on the basis of class 12th and JEE Mains result. But, getting selected for that college is to qualify/ get a good result in JEE Mains.
