As you have a good score in 12th, and your JEE Main score is decent, you have a chance to get a seat in SASTRA University. As 12th percentage is also given weightage for admission.

You can look for state engineering colleges. Government colleges like IITs, NITs, IIITs will be difficult. State engineering counsellings of Madhya Pradesh, Rajasthan, Haryana, Odisha, Jharkhand andanh more accepts JEE Mains score. You can still get into state government funded/ autonomous institutes for ex:- SGSITS, IET-DAVV of M. P. accepts JEE Mains score. Also check the below government funded institutes-
Assam University, Silchar
Gurukula Kangri Vishwavidyalaya, Haridwar
Indian Institute of Carpet Technology, Bhadohi
Institute of Infrastructure, Technology, Research and Management- Ahmedabad
Institute of Technology, Guru Ghasidas Vishw
...more

Yes, you may get a government college of your state or may be in some other state provided you sit for their counselling and yes adding to it you need to check out that colleges too. In Odisha, you may get VSSUT civil engineering, some branches of IGIT and OSM. Adding to it, also, try the rank predictor.
I hope it helps
Best of luck.
