With this marks, you can't get any good college.
You should take a drop of 1 year any again try.

I have done my 12th with 80% and JEE Mains with 45 marks. Can I get admission for CSE? I belong to OBC category and my BITSAT score is 108.

Your score are not enough to fetch you a NIT. You can go for private colleges, if you prefer CSE. But, go for good reputed ones. Though the fees may be higher. Even you can try for your state colleges.

With this rank, you won't fetch up an NIT. And counseling is simple. When counseling starts just login into JOSSA. Select colleges and the branches you prefer in that college preference wise. Then lock your choices once you are satisfied with the choices. After each round see if you get that branch. And accordingly freeze or float, whatever your choice is. Before giving your choices make sure you can get that according to your rank.

You must check for state engineering colleges. There are many private engineering colleges which accepts JEE Mains score. You can check for colleges in MP, Rajasthan, Uttarakhand, Haryana, and Punjab. There are also colleges taking admissions based on 12th percentage. Also you may check the below list of colleges-
Amity School of Engineering, Noida
Assam University, Silchar
Atal Bihar Vajpayee Indian Institute of Information Technology &
B. Indian Institutes of Information Technology (IIITs, IIITM & IIITDM)

I got 54000 rank in JEE Mains. Can I get into CBIT? JEE Mains rank is 54000, TS EAMCET rank is 14000 and IPE marks is 956.

You'll not get a good deal, if you are not a reservation category student. If you are not, try private university and autonomous institutions through any quota. If you are in reservation, you are likely to get chemical in one of the top 10 NIT's. College Predictor:
