Yes, you can get admission in RAIT if you clear the entrance examination. Yes, the admission is based on the entrance exam and you require 45% if you're from the backward class. But engineering is not a good option for you as you will not be able to face most of the placement interviews. Therefore, you can go for a general degree like B.Com and later, you can do MBA or go for Masters in Economics, etc.

Well even with 27K rank, it is certainly possible that you'll just make it into some of the NITs. If you apply for home state quote, I guess you'll certainly qualify for some branches that are less in demand such as textile, food processing, integrated M.Sc material science and metallurgy, etc. However, if you really want to bag that NIT tag with a good branch, you'll have to rely on the northeastern and new NITs like Silchar, Meghalaya, Agartala, Sikkim, etc. As their general cut-offs are also way too low. So, it's your decision to go for some better NIT with your home state quota or you can opt for North Eastern NITs or even other go

Yes, if you start preparing for JEE Mains now then you have lots of time for preparation of exam. But never stop the practice and better than you may join a coaching for some time then start revision before 1 month of exam. But self practice gives you better results.
Best of luck.

Yes, they will accept you but you have to score well in MU OET.
MIT does not consider JEE Mains marks at all. They take you on basis of your rank in the MU OET. There no negative marking so you can use 90% of the time to solve the paper properly as well as you can and last 5 to 10 mins to randomly select any option for the remaining questions. You might get at least 5 to 6 marks out of the 20 odd guesses and that will make a huge difference in your Manipal rank. Prepare well nonetheless.
All the best.
