Contact on official contact no of college for the right way to get admission. Don't come in contact with anyone who is asking to you to give admission in these colleges. Contact directly in the college.

Did you get a rank displayed as per the result for your paper 2?
The cut-off given was that for those who qualified to write JEE Advance. Rank will be given even if you qualify or not.
According to me, 220 in paper 2 is good and you will get admission in nits. Only that you can apply for architecture branch. For other branches they consider the paper 1 rank. If you apply for architecture the rank of paper 2 will be considered.
For more information, kindly google the previous year's opening and closing rank of various NITs.

It would not be possible for you to get admission in good government colleges. Even if you want to get admitted in good government college you would not get branches like CS ECE, EEE or mech. If branch is not a preference you can get admitted. For better knowledge of this I would request you to google the previous year opening and closing ranks of various colleges under JEE Mains. You will get an idea of where to apply.

As it is known that HBTI has been converted to a GFTI (Government Funded Technical Institute and became an autonomous university, HBTU. So in the year 2017, it was the first time that HBTU is seeking admission on the basis of the JEE Mains Rank. So I think this question is in everybody mind that What Rank is good enough to take in the HBTU with CSE branch? So according to me, if you wants to take CSE/IT then the cutoff Rank could be 30k - 35k. So, your son can easily get admission in here, acc. To me. As I heard from many friends of mine that HBTU is very nice college, even in UPTU it was always students first choice and
