If you are a resident of Punjab, then maybe, you can get admission by 85% and above marks but for outer states, JEE rank is required.

It generally depends on the competition, that year and toughness of the paper. Last year, it was 200. This year, it might go up to 210.

There is no chance of giving JEE, as you have passed your class 12th in 2014, and I think you have given JEE for 3 times. And, you have less scores, you require minimum of 75%, to get into IIT or other Engineering College. Sorry, but you are not eligible for JEE for next year.
