No, you cannot get it. But you should at least fill the counselling form. May be you get any college if any seat remains vacant. Otherwise There are so many good colleges, Please try for them. I personally suggest you to fill the form for the Nirma university. According to JEE marks and 12th marks, You can get admission in it. Please try for it. It is the top 29th ranked university in India among all the IITs, NITs and others.

Yes, there are 3 chances for the JEE Mains. One of which is with 12th class and other two chances are given to you after 12th class. And there are only 2 chances for JEE advance one of which is with 12th and another one is after 12th. You should try again, If you are confident that you will cross the cut off next year. Otherwise leave it, There are so many good colleges in India. You should try for them. And see, If you have talent and skill, Nobody can stop you in your life for succeeding.
