Since the cut-off for ST category students for JEE Mains 2017 is 27, you have passed it but the score is not very good. You may use the college predictor for JEE Mains which may suggest some colleges for you:

But, I think, you may not get a top NIT and have medium chances of getting an NIT.

You need to go to www.askiitians.com and then you need to create a profile for yourself. Then, you can get your free e books by clicking the respective tabs and then you can download them.
