Jharkhand conducts it's own CET and hence except for IIT equivalent college & NIT, rest all admit students based on entrance exam conducted by the state.

Colleges in Maharashtra gave to accept students based on MHT CET. Hence normally speaking you are not eligible, but seats against all India quota are allotted beaded on JEE Mains. You have to make an attempt for this Quota.

Please ask yourself is 44 marks out of 360 a decent score? What went wrong? If you can analyse and decide to appear again next year, will you score 250+? I am attaching a link that will predict college:

With 63 marks in JEE Mains out of 360, I feel a good college looks difficult. You should analyse as to what went wrong? Can you make amends and appear next year again hoping to get 220+?

I can understand your angst of preparing and appearing for different exams. It takes it's toll. Hence, MHA is pushing for single exam across India on lines of NEET. If it happens, it will be a red letter day.
