Sorry but with only 66 marks in Mains, no college in India will give admission to the students of CSE branch.
Go to any private college which gives admission on the basis of class 12th percentage. All the best!

Can I get into NIT-Durgapur or IIEST-Shibpur for CSE or IT with 46025 general AIR in JEE Mains through the home state quota?

Your general rank is much high. I don't think applying in Durgapur or Shibpur with state quota will help you to get CSE or IT.
By the way, you can get mechanical and branches other than the core ones.
