If you are from outside delhi, you won't be able to get admission in the COE and IT branches for which the cutoff is around 9k and 13k respectively, but if you are a delhiite you can comfortably get COE too as the cutoff stands at around 35k. Cutoffs for other branches are lower so you can easily get them.

No, as far as ranking is concerned. Although there might be a minimum percentage like some 75% or so in order to be eligible for ranking.

Anil, not much if you do your B.Tech from a good institute. But then it always is a gamble. What if you don't score good and don't get a good college. So, I would advice that don't waste two years instead take admission in whatever college comes your way and make max.of it.
In case your JEE score doesn't let you take admission or you din't give JEE, then try for admission in some good private universities that are imparting quality education to the students around the world. They offer you admission on JEE scores/ tests conducted by them/ your marks in 12th. Some of these also offer good scholarships based on any one of the above mentio
