Dropping an year won't be beneficial for you as you don't qualify the 75% criteria for JEE, so I suggest you should join some good college this year only

Yes, you will get a seat. Apply for NITT ECE too for back up. You will need a OC rank of 1500, but OBC rank varies widely.

It is good that you are serious about cracking this exam and this is what you must do
Read your NCERT books thoroughly and practice the solved examples exercises as well as additional questions thoroughly.It is most important that you pay sufficient attention to these books before practicing some competitive stuff. It is very important that you highlight or underline some important points and key words. Believe me you wont find enough time to go through your text after just before your exam .
please do maintain a formula book where in you write all the formulas you come across and note the derivation whereever necessary
