Yes, you can take the UGC NET English exam even if you have completed your M.Sc in Environmental Science. In order to be eligible for UGC NET, you should have completed you post graduate degree. Thus, you can appear. However, since the domains are completely different, it may have a complementary affect as well.

Yes, NSO exam is conducted in only English. Students cannot appear for NSO exam in any other language.
