Yes, the University of Padua teaches in English. A variety of bachelor’s and master’s degrees are offered in English by the university. Programs that are held in English at the bachelor’s level include Information Engineering, Psychological Science, Animal Care, etc. At the master’s level, these programs are taught in English Aerospace Engineering, Computer Engineering, Cybersecurity, Electronic Engineering, etc.

ACT English section syllabus is based on reading comprehension and understanding of the text plus consequently answering the questions. There are other questions based on the applicant's knowledge in English language's sentence structure & formation, punctuation and how the language is used. The ACT English syllabus also includes the students to review and edit complex texts so that they are coherent and make more sense. Thus, there's mostly about how the language is put to use.

The dates will be declared very soon . As far as I know the tentative dates will between April 10-30 for registration. And the exam will be held in the month of MAY .

Note that German language is required for all undergraduate degree programs. Do refer to the university’s official website to know about the German language accepted tests. On the other hand, the language requirements for master’s degrees vary from programme to program. Master’s programs at the Technical University of Berlin are offered in German and / or English.
