IELTS is basically a British test, if you have applied for an institute in British Commonwealth then go for IELTS else you can take up TOEFL which is also widely accepted. As far as I know, TOEFL is accepted in Ireland.

Graduate in any stream with Chinese or Spanish or Japanese or German language as one elective subject or Diploma in any of these languages from a recognized University/institution with minimum 50 % marks (45 % for SC/ST from Uttara hand).
If you fulfill this requirements , you can apply for the course.

Since you have already completed your MA English, then you can make your career ahead in the same field. You can appear NET or SET. You can get yourself employed in some good college into academics. I hope this would suffice. God bless you.

English is demanded anywhere we go. Hence, it can't be avoided in GD and PI too. We can speak in Hindi, if they allow us to do so, sometimes. Speaking Hindi and being fluent in it can be a real strength in some Government jobs where Hindi is much needed. Hence, I suggest you to work on your spoken English and be fluent in Hindi too, which we are because we speak it daily. * But please DON'T use informal language even if you are speaking in Hindi. I mean, don't talk to the panel like you talk to your friends. * Keep it formal and professional.

Yes English is important but you can pass the entrance exam if you know the basic grammar of class XIth and Xth.
