A lot of the rationale behind learning a second language in schools is the prospect of increase job opportunity and the ability to make more money. However, is that really true? I don't know the exact reason, but the lecturers haven't studied Python in their Under/Post Graduation, so they don't master in such languages which they haven't studied yet. According to me, this could be the reason but you shouldn't worry about that, try searching for online courses, they'll give you much more in-depth knowledge without worrying about the syllabus.

IBPS Exam is bilingual, this means that the exam can be given in two languages which is Hindi as well as English.

Sorry, this course is not offered as distance programme in Madurai Kamaraj University. I would advice you to go for a regular programme after your 12th for better opportunities.
