Hello Sunny,
English is demanded anywhere we go. Hence, it can't be avoided in GD and PI too. We can speak in Hindi, if they allow us to do so, sometimes. Speaking Hindi and being fluent in it can be a real strength in some Government jobs where Hindi is much needed. Hence, I suggest you to work on your spoken English and be fluent in Hindi too, which we are because we speak it daily. * But please DON'T use informal language even if you are speaking in Hindi. I mean, don't talk to the panel like you talk to your friends. * Keep it formal and professional.

Hello, English is an essential part of this course as it is a professional course.
Yes English is important but you can pass the entrance exam if you know the basic grammar of class XIth and Xth.

A very ambiguous query. What is it that you want to study? What are your grades? It is also difficult to list down the procedure for each and every university in every country you mentioned. Remember, the admission requirements differ accordingly. For a head start, prepare for IELTS or TOEFL and also GRE for US.

Most of them requires knowledge of German language. You can check DAAD India website for studying in Germany and for the list of programs taught in English.

I don't know the exact reason, but the lecturers haven't studied Python in their Under/Post Graduation, so they don't master in such languages which they haven't studied yet. According to me, this could be the reason but you shouldn't worry about that, try searching for online courses, they'll give you much more in-depth knowledge without worrying about the syllabus.
