yes your rank is very good and you will get admission into the government college in the subsequent rounds of counseling. meanwhile other good colleges would be allotted to you.

Yes, you can get a seat in a government college. keep following the counseling rounds and should be able to get a seat in 2nd/3rd round

The fees is on a yearly basis paid once for both the semester. you don't pay fees for individual semesters.

The timing are usually 9 to 1 or in some colleges it is from 9 to 4/5 pm. it depends from college to college
