Hi Nishi,
If you want to take admission in IGNOU for B.Ed, this percentage is not sufficient, because minimum percentage required for B.Ed is 50% for general and SC/ST 45% but you can apply for MA. For that, percentage doesn't matter.

Yes, you can as the admission will be based on the graduation score. For admission you must have completed Graduation degree from any recognized University and must have studied at least 300 marks in English and passed successfully are eligible.

There is no entrance been conducted for admission in M.A in mathematics. For admission in this course, you need to have passed mandatory course B.Sc (Mathematics).
