You need to be a graduate in any discipline in order to be eligible for M.A. In mass communication from Tripura University. You will have to qualify an entrance exam called TUET to get admission in Tripura University. You can refer to this link to get more details about the exam:

Invariably every University keeps eligibility for MA as min percentage of marks in BA. It's about 50%. But you are in luck, Sikkim University has placed this at 40% making you eligible. I am attaching a link that will give you all the required information.

Normally, the eligibility is capped at 50% or 55% marks in graduation. As you have scored lower than this I am afraid you may be declared ineligible. But approach administration staff and please your case personally. You may succeed.
