By CSE i assume you mean Computer Science, if so then Australia is the best country currently in terms of advantages like post study work visa and applying for Permanent residence, also in terms of getting employment. Only please ensure that the duration of the MS is 2 years because anything less than that won't qualify you for PR.

When you do masters you have many specialised options like Automotive, Aeronautical and so on. Courses of your interest will make you do well and make you employable. instead of we suggesting you should take up your interest

Germany's universities and colleges have very low fee.

MS Ramaiah offers MBA which is affiliated with university of Mysore.
The faculties and all other facilities is same for MBA and PGDM.
All MBA and PGDM students sit together for the placements.
In MBA scoring good marks is not easy task.

USA, Germany would be the best to pursue MS in engineering.

UIC has an edge over RIT in the ranking. Rest you can check about the expenditure and faculty and decide.

If interested in Research go for JRF. Else apply for MBA and look for a corporate job.
