Chalmers University
are among many good places to apply in Sweden.
Sweden is a research and innovation driven country. Living expenses are equivalent to rest of EU(moderately High). You need not worry much about expenses. as they are waived off by Nordic government for deserving candidates and you may even get sponsored by Indian Government.
You may want to look regularly at Sqore website they offer exclusive scholarships on it. They are quite open to Indians as we are friend with everybody and you would find lots of Indians living there happily.
You should apply in all of them and

Hi Praveen, the course you want to study is something you must decide according to your own interest and future plans. You may decide to do MS in Instrumentation, Automation, Power Systems, Electronics, Wireless Communication and so on. Some of the best countries would be Germany, Canada, USA and so on. Hi Amritesh,
To answer your query.no, you cannot apply for PhD as German Universities do not recognize Diplomas. You would have to do MS first.
Secondly, yes there are scholarships. Here are a few links which would help you understand the scholarships and the cost of studying in Germany!

instead you can do masters in avionics or airport management course in UK. you can register for pilot training simultaneously. There are courses offered with pilot training also.
