- Undergraduate degree in same or relevant discipline with good academic record preferably 60%-70% plus in graduation.
- High score in GRE.
- High scores in IELTS or TOEFL.
Preferred GRE score- 300 plus.
Preferred TOEFL score- 90 plus with no band less than 20.
Preferred IELTS score- 7 bands plus with no individual band below 6.5
Please note that the eligibility criteria for admission may differ from university to university.
Now coming to job scenario then please remember in the present day scenario there are not much job prospects in US.
Moreover for a fresher it is very difficult to get job in US as they need to compete with the natives of that country first and then with remaining international candidates. However if you fulfil the eligibility criteria for a particular job then getting a job should not be problem.
For better job prospects in US, I would suggest you to pursue MS from one of the top 20 US universities, by pursuing MS from a average US university it would be very difficult for you to get job in US.

To best answer your question, there are two things to consider. Purely from academic strength - US and UK are good for the program that you are looking for, as most universities in both these countries have strong research in structural engineering and given your percentage, you can make it to good ones.
But, the Civil as a sector is presently down in these countries, which means either your stay back or chances for relevant experience can be quite limited and competitive. From a long term perspective both these countries are best to study as you can use the skills in growing markets such as UAE, where the construction sector is seeing increased activity.
Apart from the above two, you can also look at Universities in Western Australia specifically such as Curtin, University of Western Australia. This part of Australia, presently offers the maximum opportunities in your field.
Alternatively, if it is important for you to gain relevant employment in the short term, then it might be worth looking at studying in the UAE as well. For example, Heriot Watt University in Dubai offers - MSc in Civil and Construction Management with modules in Structures as well - this might be worth exploring.

Please remember before going for pursuing studies abroad you need to first decide does the course will be helpful for you i.e. does it provide good job opportunities in India or abroad.
Please remember the cost of education in universities abroad would be much more as compared to education in India, so you need to decide whether it is worth to invest such a big amount.
For your reference find below some of the finest study destination to pursue masters degree:

US is the best study destination to pursue masters degree but getting a US VISA is very difficult.
Getting a VISA for UK is not difficult, but the duration of masters degree in UK is one year only as compared to two year in US.
Australia has very good job prospects as compared to UK or US.
The cost of education in Germany is very less as compared to UK, US and Australia but getting admission in German universities is very competitive, you need to have very good academic record to get admission in German universities.
Please note that institutes in India do offers campus placement to students, whereas such facility in not available in universities abroad.
You may work part time while pursuing studies abroad, but such opportunity in not possible in India.
