Once you have done M.Sc and Ph.D in mathematics, you will be fully knowledgeable and there would be no difference between you and others who may have done this after BA or B.Sc in maths.

It is possible to do MS abroad after a 3-year Bachelors degree. The basic criteria for checking your eligibility for getting admitted in a course is that whether you completed the prerequisite subjects for the graduating course you
