GATE is an entrance exam for admission for MTech or ME courses in many institutions in India. But, it's not for MSc.

No, it is not. It varies. If you are lucky enough, you will get a scholarship through NGO, GO side.

Yes, you can do M.Sc from environmental Science after B.Sc in earth Science, but if you do the post-graduation in same branch as you had in under graduation, that will be more beneficial for you.
