Yes, you can apply, it depends on the college but most of the NITs offer the security courses, not a specialised degree.

For Studying Abroad, the cost will be really heavy but that can be managed from loans the biggest issue will be the IESTS or TOFEL exam of English which needs atleast 100+ in 120 for admission in any English spoken country, so focus on that and best place to try will be Australia to go for admission the lowest cost.

All Indian students going Germany will be taking English education only. You need to write GRE and IELTS to join. And also basic Germany passing exam, if I am not wrong.
