I guess, Delhi University is surely better because there are very few seats and high competition. So, it has more value and the faculty of DU is amazing as per my experience. Rest, it's surely your choice.

No, you can't appear for the entrance examination because minimum eligibility is 50 to 55 percent for your course.

Yes, in every university, you have to first do bachelor's then you are eligible to do masters. The terms and condition of the university clearly suggest you to first get your bachelor's done then apply for masters. They even ask for marks in your bachelor and degree too.
