Merely because you are having a Masters in software engineering will not make you eligible to do both UG and PG simultaneously in any university. You will have to do first UG and after completion of it you will be eligible to pursue your PG in psychology. Perhaps if you can check on the website of IGNOU & if they allow you to do post graduation in psychology based on your graduation in engineering then you can do your PG in psychology directly from IGNOU. For Ph.D. in economics, if you want to pursue then go ahead at Lovely Professional University. Many faculty members are already pursuing with having good mentors with them. This will be more beneficial than anywhere else.

If you have experience it's well and good as it counts during your Placements. If you don't have experience also that's fine but you need to take up some certification courses as well as you need to be very active in your extra curricular activities which will help you to develop leadership skills. Also, try to get good internship during your summer vacations.
