You should check university websites for the admission requirements and retake your IELTS and apply accordingly.

Your grades are good enough and you can apply to most of the universities. Different universities have different admission requirements. Please check university websites for the requirements and deadlines and shortlist 4-5 universities or even more and apply. The process takes time so you have to start preparing 6-8 months before the intakes. Apply on time. Your SOP and LORs, projects, internship etc will also be evaluated.

Yes, Canadian universities require 4 year Bachelor's degree, you have to first check with the universities directly if they will accept your degree or if an evaluation would be required. You may also complete the first year of a MS course in India. It is generally accepted. But before preparing or planning anything please check with the universities.

Three year Bachelors degree is not accepted by Canadian universities. However, you can apply to PG Diploma courses under SPP. This will also depend on your percentile. Also your gap can be an issue here. You have to check with the colleges directly. Overall band score should be 6.5. Keep alternate country options open.
