First, decide what to study. Different programs and universities have different admission requirements. Accordingly you need to take tests like IELTS, TestDaf etc. See here:

Well, this will depend on your definition of 'better'. Decide basis your career goals where you want to settle eventually for a long term. Also, you need to check with your educational background and what actually you want to study. If you are going abroad to study in a top university you can go ahead but if its a tier 3 college and not even recognized it is better you invest in a good university or college in India.

A gap may be due to work. If you've gained experience then there is nothing much to worry about. So, in general, it will depend on the nature of the gap, why you took the gap, how genuine it was, how constructive it was and so on. You should also contact the desired colleges and check with them first before you apply.

You have a PG already so you may not be accepted for another Master's course in Canada. You have to make a better plan and also check out other country options.

Your question does not make any sense. What is it that you want to study, Bachelors or Masters? Also, what is your education qualification and grade? Only stating your IELTS score is not enough for guidance. Please be more clear.

Yes, absolutely. They accept three year's Bachelor's degree. All European countries do.

Academic Profile: You should have above 75% in your undergraduate degree (i.e) CGPA 7.5/10, for Mechanical courses as heavy competition is out there.
Language Proficiency: Most of the German universities accept IELTS score, you can even take GRE and TOFEL.
