Hi Aksa,
Most likely you want to study PG or M.Sc in Dentistry. Admissions are highly competitive and requirements vary with universities. As an international student, you must take the IELTS and meet the English language requirements. But, it is best you check university websites for the online admission process. Additional documents like statement of purpose, recommendation letters, academic transcripts etc must be submitted. You can check major university websites like McGill, Dalhousie etc. Also, see this:

Additionally, you must take GRE or MCAT and IELTS or TOEFL. You have to check these requirements on university websites and prepare accordingly. VLSI is offered as a specialization or major in MS in EE. So, you have to find universities which are well known in this area. I will list out some not so selective universities because your CGPA and GRE is not too high, but you have to check the specific admission requirements on their websites
Drexel University
Case Western Reserve University
Oregon State University
Rensselaer Polytechnic Institute
University at Buffalo, The State University of New York and so on.
