The fee always changes for MBBS. So, we can't predict the fee which might be upto 30L. Some good colleges are Manipal, Amrita, etc.

Russia is good for studying MBBS. Europe comprises of various countries. So which country in Europe are you asking about?
If you mean Ukraine or Georgia which are more promoted in India, then Russia is better.
Besides this what matters is which university you choose to study. It makes a big difference.

You can get government colleges for BDS but not for MBBS.
For getting MBBS, you need to score above 500.

No, if you belong to the general category then you don't stand a chance, but if you belong to the ST category then you might get a government college as the NEET cut-off for ST category is 380 marks.

MBBS Abroad is a good option as the fees is much affordable than studying the same course in private college in India. I will recommend you to study in USA because of its quality education and the fees is very affordable. Many UK Universities are offering direct admission in MBBS programn without any diploma/foundation. As you have provided in your information that you are taking UKCAT and Ielts, I would like to tell you that few universities in UK don't require UKCAT also for direct admission in MBBS
