Eligibility for doing Diploma in mechanical engineering is that candidate must have passed 10th standard or its equivalent with at least 35% aggregate marks.
Candidates passing 10th standard from Maharashtra State Board must have Maths/Mathematics (Code 71) and Science & Technology (Code 72) as compulsory subject.

For TS EAMCET:

Now, if we talk about the mechanical branch so this will be completely based on the college cut-off for the individual branch. If in case you won't be able to get mechanical then you can go for internal branch sliding counselling option.

Specify your college's name and University it is attached to. You can complain to University's Grievence officer or directly complain to UGC through their grievance portal. Also, most universities do allow to change college in 2nd year. For that, you will have to visit the University itself.
