No, for any stream. To pursue, you have to clear your 12th. No college, even private ones, considers 12th failures. It is because they consider 10th pass and not 12th. You should have a senior secondary exam passing certificate to pursue higher studies.

Yes, you can do pilot training after mechanical engineering, it's a private course. Usually, it's just study materials and exams to pass. The exam is conducted by flying clubs and covers papers like:
Air Regulations
Aviation Meteorology
Air Navigation
Air Technical
Eligibility:
Age of 16 years
Class X pass
Medical certificate of fitness
Security clearance
Bank guarantee of Rs.10,000.

Yes, your rank is good enough to get CSE, ECE, mechanical or whichever branch you want in any college in Andhra Pradesh. You can try to get admission in a reputed college as you can get admission. But, I would suggest you take mechanical branch as there is a lot scope in future.
