If you want to study Mechanical Engineering, you can target Germany, the best for mechanical studies. Admissions will be highly competitive though but you can give your best shot at applying. Also consider Netherlands, France, Spain, Japan, Australia, Canada and USA.

Surely you can achieve your dream of getting admission in a government college of engineering of your state. You will have to seek lateral admission directly into 2nd year of engineering. Based on your marks in diploma, you will get college in a fair manner.

It's very nice to know dreams of studying abroad. But unfortunately, Indian diplomas in engineering are not accepted abroad. Hence you will get admission abroad based on your marks of 12th. However, there are many nuances. I will therefore advise you to approach an agency dealing with sending students abroad for undergraduate courses.

But I will suggest you MBA after B.Tech because you should have management knowledge as well because you are from mechanical and you will know about the management.
You should go with:

In engineering colleges, student scoring the highest percentage in his/her first year gets a chance to change the branch in second year. There might be similar scenario in your institute as well. I would suggest you to go to the administrative department and ask regarding this, as every autonomous institute has their own set of rules and regulations for this process.
