Yes, of course. Doing graduation in mechanical engineering will give you a very good perspective for future specialization in automobile engineering. In fact in the beginning, automobile engineering was considered as a sub branch of mechanical engineering. The final AIR will be declared after April 2019 considering the best score out of the two JEE Main attempts for all the applicants, hence based on current percentile we cannot say with surety whether you will qualify or not. Wait for the final AIR declaration.

It's impossible because there are chances of rejection of visa, you will need an overall 6.5 bands and not less than 6 in each. As Canada does not accept 5.5 band in any of the section. So, my suggestion is that prepare well and retake the test. I hope this might help you.

Eligibility for entry into these types of Institutions is normally 12th standard with PCM, but you have completed your Diploma and diploma these days is considered as equivalent to 12th in majority of the states in India. Hence I see no reason as to why this institution should refuse you admission. Just go ahead and fill up required forms for getting admission in your desired course in this Institute.
