Hi S R,
Since, Indian diplomas are not accepted you cannot directly apply now. You can apply only after completing the first year of a Bachelor's degree program or by clearing JEE Advanced.For rest of the University specific requirements you can check DAAD Delhi website.

Fees in private engineering colleges vary from 1 lakh to 2 lakhs per annum. It depends on facilities provided by the college to the students and is generally approved by the respective State Govt.

Yes, I can understand. You are at the cross roads of your career. ME will take you in one direction, MBA in another & a job in third! I would advise you to go for MBA as this alone will take you places in your career. However if you are of scientific. mind then ME followed by PhD should be the route.
